Recessed Halogen lighting

I've had an electrician come round to pric eup putting spotlights in our masonette, and we've been told it may not be able to be done.
Reson being that there is not enough depth in the ceiling.
There is only about 2 inches between the ceiling and the floor above, and this will cause the bulbs to constantly overheat and keep blowing.
Is this true ?
Has anyone else been told this ?
We really want recessed spotlights, and we may have ro rethink our entire lighting strategy.

If a Sparky says don't do it I'd listen but one answer could be to build a ceiling below your ceiling to gain 4-5 inches assuming you have decent headroom.
 
You may be able to get surface mounted downlighters - although a bit bulkier than a flush fitting version they would be easier to fit than a new ceiling.

It looks like this might be the option - the gap between the ceiling and the floor above is only 50mm
