why would someone be afraid to apply?

Its obvious what the goal is.

There are many reasons why somebody might believe they have no chance of getting the job or that they won't fit in if they get the job. Some real, some imagined.

The goal is to encourage qualified applicants from the widest field possible.
 
We are seeking applicants for xyz. We would particularly welcome applications from people born from 1970 onward.

Do you feel encouraged to apply?
 
It would depend.

But the question was do you feel encouraged to apply?

It is a stupid question, because people aged under 55 don't face discrimination.

But if I was aged 40 and I saw an advert saying:

'We would particularly welcome applications from people born before 1965'

Then it would not put me off from applying.
