Dry cleaning solvent or "ballpoint pen ink remover" from the stain removal shelf in the supermarket.
Test in an unobtrusive area first in case the velour isn't colour-fast.

Methylated spirits dissolve Biro but only dab with a clean bit of soaked rag do not rub or it will spread it. On vinyl or leather just rubbing should be ok but velour is a bit more difficult.
As said try an out of sight bit first.
