Removing 8ft tall privet hedge

I'm building a wooden construction workshop at the bottom of my garden (18foot x 8ft x 7 ft high). I plan to construct a concrete base.
The place where I'm planning to build it is currently occupied by an 8ft high privet hedge.
was thinking that rather than dig up the root system, could I chop hedge right down to ground level and carry on with the concrete base, therefore the roots and stump would be under 6 inches of hardcore and concrete?

i do not have the concrete , but i did similar, got to the last "stem" and the whole let went over. Looks much better. I would suggest that you put root and stump killer on just to be sure (and a few copper nails)
