Render repair - blown top coat

I have a small patio which is rendered with sand / cement.

The top coat on the top of the wall has blown and separated from the scratch coat below. The scratch coat seems well adhered to the actual wall itself, I have picked at it but it needs chiseling, the top coat just flicks off with a scraper.

Is it ok to re render a top coat over the old scratch coat, or do I need to completely redo the scratch coat as well?

Whats the best approach to repairing the render?
