Rendering over Concrete

I`ve just had a concrete base laid for a pond and am going to render it for a smooth finish prior to painting .

Is it advisable to prime it with PVA or similar first to aid bonding ? and should I use a bonding agent in my rendrer mix
 
Has the concrete cured yet? If it can still be scratched to roughen the surface up I'd just do that

No , Its been down for a week and is hard . Ive started building the block walls and am hoping to render the base once Ive got a few courses in place
