Replacing pressure vessel valve

I have a seized valve on my c/h pressure vessel. Do I need to drain the system to replace the valve?

Apologies for not replying sooner.

I'm not at the property so no photos. It's one of the isolating, half turn valves. Its a 15mm compression fitting so should be easy enough to actually remove but the system is full of water so I was wondering whether it's possible to do the job without draing down which would be difficult as it's a second floor flat.

Someone suggested I could just turn off the stop cock and release the pressure in the pressure vessel? I'd like a second opinion as to whether that would work?
