required by regs?

Hi

Can anyone tell me if it is actually necessary (building regs wise) to have an extractor fan in a small (2.5 x 1.2m) utiliity room which has an opening window with trickle vent in the frame? :?

If it's a new utility room, yes; required extraction rate is 30 litres/sec.
