Yes, that is ok. Remember it is a requirement for new dwellings only.

Can a TMV be installed right at the hotwater draw off of the Cylinder to service all taps

That would limit the hot temperature to all taps when you might need something hotter at the sink for dishes, for example.

If the TMV needs to be next to the bath, presume the outlet of the TMV connects to the hotwater of the Bath taps, and a the coldwater T's off to supply both the cold water tap and the TMV.

So with option 1) you could have this under the bath:

Basically, yes. Some like a hot shower though which you won't necessarily get by having the shower off the TMV as well.

Sticking a low temperature (45 odd) TMV on the output from the cylinder is unwise, 45 degrees won't kill legionella or other beasties in the pipework (one of the chores in any voids in the rental is to run hot water to every outlet once a week & make sure it runs at 65 degrees at the outlet for at least 1 minute. How you do that with a TMV fitted i don't know, presumably you wind it up so best keep them relatively accessible.

Is a TMV required for every hot tap in a new build? Kitchen/ultility sink, bathroom & ensuite sinks and baths. So 5 sinks = 5 TMV's?
