Roofing venting

I want to ventilate my roof so I can fit a PIV roofing ventilation system, as I have a property suffering from condensation. My ventilation survey said currently a PIV would be in effective as the roof is quite dank and unventilated. Its by the coast in cornwalk, where it rains,alot...
The roof is end terrace pitched felt then asbestos cement tiles. Can anyone advise on the best way to go? Plastic roofing vents? Lead vents? It looks like there are wooden soffits, so not sure if anything could be done around the gutters.
Unfortunately the chimneys have been removed so no option to open those to vent that way.
It's unlikely I'll be doing the work but I'd be interested in approaches recommended.
