Rotten Wood Next To Window Frame

Please can you tell me what I should do to fix this rotten wood next to the window frame. Should I add wood filler? Or remove the rotten wood and fill with cement? Or something else?

You may be able to chop out the exposed rotted wood, and build up with an epoxy resin filler and suitably treated strip of wood.

That’s fine so long as you remove any rotten pieces, and that might mean more wood is taken out than at first sight appears necessary.

Thank you. I also have this other window which is completely missing the wood. Do you think this is okay to also fill with wood filler?

No, I would let in a piece of wood and bed it into the filler, which is not structural. It's a lot easier as well
