Shall I just replace the wooden steps on this?

Cheaper to just buy a new external grade stair. I bet that was once an internal stair that's been utilised outdoors.

You should leave that job alone. I can see you've already invested in materials but seriously!

OP,
With respect but you dont even know the names for the flight of stairs parts, so just how competent would you be in building outdoor stairs is doubtful.
Get the dimensions wrong & BCO will condemn the job - or even worse there could be an accident.
The flight in the pic needs total replacing (skip the lot) with a new build.

Is there a cheap way to make a repair without replacing the whole staircase?

It depends if the stringers are equally as rotten, they don't look too great especially on the left in the first pic but really the photos aren't good enough to determine that, that's something you need to find out. Is that some kind of crappy patchwork repair the the stringer on the left at the top already?

It's a staircase, designed for indoor installation, entirely unsuitable for outdoor use, has is obvious from the deterioration it has suffered. If you repair it, it makes you responsible when/not if, someone has an accident using it. Even if that is not a result of the structure collapsing, then likely due to slippy moss growing on the timber steps.

Ok. I'll check if the stringers are rotten when I go over. How would I change the treads?

You could replace the treads, the strings might not be rotten, you could repaint the whole staircase and lock any moisture into the strings which may rot from the inside out and one day they snap, and then you can be off of work for months with a broken leg, wrist, neck.

I recommend a new staircase.
