rough plastered walls

The walls in my Bungalow are all very shabby, not smooth enough to use emulsion on. The walls look like they have been emulsioned at some time , then papered. When I removed the paper it took some of the old emulsion of and left some on. The question is how can I get my wall smooth enough to emulsion again :?: :?:
I think I have two options :!: :!:
1. skim coat the walls! £££££££££££££
2. sand untill flat. Very dirty work :!: :!:
Any info will be useful

dependent on how deep the marks are, give it a good wash down with sugar soap. Polycell make a product called cover all i think. Comes in a tub and you spread it across the walls about 2mm thick. Dries fairly quickly and is easy enough to sand down smooth by hand. Its a bit pricey as about 15 quid for a medium tub but thats enough to do quite a big area. I normally use it when i've got to decorate a room thats been papered and stripped and left in a mess. gives good results, most diy sheds sell it

now how do i stop my souffle sinking?

An easier way might be to use lining paper (1000 or 1200 gauge) and then emulsion over. You can get very good results with this.
