Saggy Floating Shelves

I bought a couple of floating shelves from Homebase and they sag.

I'm not sure what is causing them to sag, however I'm sure I've installed the bracket without contorting it so I think it's the shelves themselves.

Is there anything I can be doing to get them fixed?
 
They only sag if the base plate is loose or not secured flush and level to the wall.[or you install it upside down.]
 
up, done that by mistake.

metal back plate should have fixing holes for the shelf at the bottom of the poles.
 
Taking your advice that the bracket may not be properly fixed to the wall I removed both and made lots more holes trying again.

I now have a messy wall to fix, however the large top shelf is now perfectly level - I've checked with a spirit level. The bottom shelf is not, but it's not visibly bad. The bottom shelf has a support that's clearly not suitable for purpose, the poles are far too short, the top one is better.

However they both appear to be perfectly level to the eye.
