It doesn't, ie it doesn't drain rads, it's a venting thing! There's a key behind the knob and the white bit collects the dribbles.

I assume that it screws into the vent boss.

However, it looks like one of those 'wonderful' DIY ideas that ends up taking eight times as long as the normal method and the tool gets broken in the process.
