Sealing around a soil stack entering a felt roof

Had a bit of an emergency over Xmas but managed to do a temporary fix with some sealing spray.
We've got a soil stack running into the flat roof and there appears to be a leak coming in from around the collar area

Would like to do a permanant fix on this and would appreciate advice on how best to do it without having to remove the stack itself?
Are there any products that would be quick and easy to install to create a permanent water tight seal around the base where it meets the roof?

Worth mentioning that there has been an attempt to repair in the past with what looks like roof seal?

What is the existing covering. ?

Normally you would have a pipe collar fitted over the pipe, then if its a felt roof, torch on felt to seal it.

epdm do there own collars, witch are glued, and form flashed.
