Second Garden Tap?

Good Afternoon,

I have fitted an outside tap for a hose reel which is connected to my wall and it works perfectly. What im wanting is a 2nd outside tap (like an allotment style) further down the garden, say about 10 meters away, so the kids have it for filling water balloons up/water guns etc and for their mini watering cans. I was wondering how to go about it to make it look nice (old fashioned nice).

I think it would be best to have isolation on the line somewhere incase it gets silly and everyone has a mass water fight in the middle of winter and also it will prevent freezing if i turn it off through the winter months.

I just cant see a way to make it look decent. Ideally I need to run the pipe above ground incase of leaks.

Please explain how fitting an isolation valve prevents freezing.

were you on medication when you came up with this plan?

What would be the best way to bet the water there? By that I mean the best looking way? Is it as simple as run 15mm in plastic to where I want it? I need to try and hide it really.
