Secondary Glazing not going to plan

I live in rented accommodation and my bedroom is part of an extension and has 2 wooden single glazed windows on one wall, as its getting colder outside the temp in the rooms beginning to drop and there's a real draught coming through the windows so I picked up some Stormguard glazing film to keep it at bay. At first the tape needed to hold the film in place wouldn't take to the frame and ripped up paint so I stripped the lot and repainted it only to have the same problem (dampness from condensation stopped the paint from drying properly) anyways I stripped one window again and now the tape holds fine except for one or two places where it doesn't seem to want to stay on even after sanding it and cleaning it, its like it cant get a purchase, if I got stronger tape do you think it would get around this or is there a potential problem with the frame that I may be overlooking (damp wood etc).
