Shower and lack of hot water

I have a shower in my bathroom. The shower is on a mixer. There doesn't seem to be enough hot water coming through the shower head, so we have lukewarm water. The hot water on the bath is very hot.
We have a cylinder system and the tank is on the same floor as the bathroom. As you would expect the hot water pipe has to go under the floor and up to the shower mixer via the bath. I've felt the pipe going to the shower when it's on and it feels hot. Why aren't I getting hot water in the shower?

get a service kit

renew the cartridge

Clean/descale shower head first to ensure no back pressure .

I bought a new shower head and it made no difference. I take it shouldn't be the fact that the hot water cylinder is on the same level? would I need a pump?

I'm not sure of the make and how to change the filter?

the cold water should be fed from the same tank as the hot so don't matter where the cylinder is.

got any pics of the mixer?
