Shower blues

I had a Triton Opal 10kw shower fitted recently by a local tradesman. My flat is on the 14th (top) floor of a council tower.

The problem is that having a decent shower can be a hit and miss affair and I assume this is down to water pressure due to varying levels of demand. I just wanted to check whether there might be a fault on the shower though, as, although the pressure cut-out has tripped (it has an indicator light), there's still a fairly strong flow of water coming through - albeit cold. I'm only a layman, but I thought that if there's a healthy flow of water coming through, it just needs heating by the element? Very occasionally, the water dries up completely for a minute of so - which I'm ok with, as I know that's a pressure thing. I'm just a bit confused about a strong flow that won't heat.

I remember seeing on the box that 1.5bar pressure is needed, if that helps. I had a council inspector look at it and he promised to get back to me, but hasn't. Furthermore, I called Triton and was told that if the problem was purely pressure-related, the visit would be chargeable :?

c The stabiliser valve minimises variations in
shower temperature during mains water pressure
changes. If changes in shower temperature are
experienced during normal use, it will most likely
be caused by the water pressure falling near to or
below the minimum level. The drop in pressure
may be due to water being drawn off at other
points in the house whilst the shower is in use. If
pressure drops appreciably below the minimum,
the heating elements will automatically cut out.

I've read the instructions and feared the worst (although given the flow rate, I can't help but think the stabiliser valve is erring on the side of caution), but I wanted a 2nd opinion from someone with more experience in these matters than I have.

Any suggestions to improve the situation? The thought of a different shower, perhaps around 8kw, crossed my mind (a bit less drastic than moving - I'd miss the view!).

I have a similar problem as the water company reduced the pressure,

what was your solution
