siemens Washing Machine - Faulty Motor or PCB

Hi,
I have an issue with a Siemens washing Machine, everything runs but the drum/motor just doesnt get upto the correct speed. It runs about 1-200rpm intermittently on spin cylce and never gets up to full spin.

The carbon brushes are fine and all the electrical connections seem OK as well. The belt tension is fine but There are no signs of the motor being burnt out.

E-Nr Wi14S440GB/20.

Just looking for any advice to localise if its faulty Motor, pcb/control module or something else? I have a multimeter etc but not sure of impedance readings for a good Motor or if you could use this to figure if its good or not.
