sime super 90 hotwater problems

We have a Sime super 90 boiler and can't seem to get out hot water working in the bathroom upstairs - it gets lukewarm, then cold and seems to fluctuate between the two.

Any suggestions? I am a real novice at boiler problems, but with the cold setting in and the kids playing havoc, any suggestions would be greatly appreciated.

What is the flowrate at the taps?

You should be looking for about 11 litres per minute at a 35 degree rise.
