Skirting base height from floor?

Hello All,

Just checking to see if skirting should be fitted to floor level when carpets will be fitted, or is it best to leave a gap (such as for Laminate floors)

Laminate goes under the skirting, carpet dosnt.
So if you are going to lay carpet fit skirt down to the boards.
