Skirting Board and Heating Pipes

I have recently had central heating fitted. In the living room which we are renovating next I forgot to tell the engineer that we are planning on having slightly higher skirting in the new room so he has surface mounted the pipes from the rads just above the old one (a crappy ex council skirting job).

Where the rads are, it will be impossible to fit the new skirting board. What would people advise, is it possible to box the pipes in using the skirting? could this be done for only the part of the wall where the pipes are?
 
yes you can use the existing skirting but to make it easier run the boxing in al the way across the room
