Skylight handle missing. Help?

The handle also locks it shut, will it push open?

I'm no expert but it looks like a Fakro window (or similar) rather than a Velux. I'd send a pic to Fakro and ask them.
 
The picture is too small for me to see much, but if the handle is missing then the skylight may open if you just push it up.
 
I can't quite make it out but is that some kind of multi-slotted keeper below the locking/handle?...pinenot :)

Yes, i though this was some sort of vent but I think you're right. It's a multi slotted panel for the handle to engage with. I've taken the two screws out on the handle bracket and the handle doesn't turn anything - it's just a push/pull by the looks of it. I don't want to push too hard on something that may not open, but it looks like it does if it has a handle and a keeper. Do all skylights open outwards and upwards at the bottom?
