Slotted drain and leaky basin

So I'm probably a mug for buying a cheap basin off eBay but anyhoo, here's my problem: for a long time now I have been mystified by pools of water on the floor under the basin. I have consistently emptied the trap and cleaned it all out but it's made no difference.

It is a small countertop basin with an overflow. It also has two 10 pence sized holes on the underside which are connected to the overflow (see photo).

I have just discovered that it can be unscrewed and this has revealed to me that the slots in it are very high (see photo). When the tap runs, a good deal of water runs through these slots and out through the basin's underside holes and onto the floor.

I know that an overflow basin needs a slotted waste so my questions are these:

A. Is the plug wrong and needs replacing?
B. or is the basin faulty and needs replacing?

An identification of the problem and possible solution would be hugely appreciated.

Sounds like a faulty basin. The slots are for the overflow so there should be no problem with water getting in there.

As above post, The only place a basin can leak is on the waste connection. The overflow hole must be a closed water path down to the waste where it joints the waste outlet via the slots. Any other hole leaking water is a fault in the basin.

The most common reason for a leaky waste is when the nut and washer on the chrome waste do not seal properly to the basin. Those leaks are easily fixed with a basin mate. http://www.ebay.co.uk/itm/Basin-Waste-Seal-11-4-Basin-Mate-/251417684350?

The only fix I can suggest for a leak out of the holes on your basin is to use an unslotted waste rendering the overflow passage redundant. e.g.

It would be wise to put a stopper into the top overflow hole so it never gets used. I know of nothing that would fit the overflow hole but a stopper with the threaded part cut off might be able to be siliconed in place over the hole
