Slow flow from combi boiler ideal logic 35

I have a combi boiler ideal logic 35
The hot water is dribbling out of any tap in house at a rate of one tea cup every 5 mins with heating on or off
The cold water is full pressure
At the same time the heating system will only supply heat to upstairs radiators
Down stairs radiators heat arrives at inlet valve side but does not flow through any radiators
Two days ago all worked correctly
Has any body seen similar problem and what was cause

Has the isolator on the cold water feed to the boiler been accidentally closed ?
Do downstairs rads have Thermostatic rad valves ,if so check the pin under the actuator head is moving freely up and down.
How many rads do not heat ?

sounds like someone has been touching the valves under boiler and not returned them to proper position for both faults
