Small holes in party walls in loft at joist level

I have these holes in the loft on both sides of the party walls in a terraced house. There's two on each side. They are at joist level (see photo).

Do these serve a purpose for ventilation? If they do, should I work around them when adding loft insulation?

Otherwise, I would rather block to prevent rodents climbing up.

I thought for fire wall should have no holes
