Smoke alarm requirements after extension

I have had a small, single storey extension at the back of the house to move the kitchen into the new room and make the old room next to it a utility. The electrician is saying that I now need mains-powered, interlinked smoke alarms throughout the whole house, including upstairs. I cannot find anything in the building control documents which specifies this. Can it be correct? I can see they may be required in the new room and possibly the one next door which has been altered, but upstairs, because of a room added at the back downstairs? I have drawn a small sketch of the ground floor with the new room marked 'Xt'. There is a hall/landing running along the left, not shown. Upstairs is the same except there's no room above the Xt. Thanks for any advice.

You have to fit them if you have an extension or rewire is my understanding.

If you’re a homeowner I don’t think there’s any enforcement. In the link provided above it mentions kitchens above ground level or where no exit to outdoors.
