Soggy ground around gutter downpipe

I’m wondering how well the roof water coming down the pipe is draining, it’s never visibly flooded at ground level (slight downward slope to lawn), but there is this pond type plant growing and spreading from there, down towards the lawn. Attaching a photo I took just now after replacing patio slabs to same level and getting caught by a rain shower.
