Solenoid or Stop Valve

Hi all

I bought an ex council house 3 years back and it only ever had rads downstairs however upstairs in every room there are pipes in a small hole in the wall as if giving the indication to add extra rads. However im not sure what to do as it looks as though the 2 pipes in each room have some sort of stop valve or solenoid valve with a springy valve built in is fitted can i add to these or do i need to remove completely.
