Rad connections upstairs behind plates in wall but no rads

Hi all

im new here but wondered if anyone could help, i bought an old terrace council house a couple of years ago in peterborough and it has only ever had 3 double radiators downstairs. However upstairs there are little metal plates in 3 bedrooms and the bathroom behind these plates are 2 pipes with some sort of fitting on with plastic caps screwed on, there seemes to also be a valve or something in the end of these pipes as when you push it with a screw drivers it is springy and water comes out, anyway does anyone know can i fit additional rads to this system or experience a similar problem, forgot to say my pipes are all 10mm microbore

P.S Looks like some sort of service/stop valve on the end of the pipes

Hi managed to figure out how to upload them here they are one has a bit of water in the pipe where i pushed it with a screwdriver earlier just to show it has some flow going through it
