splitting a house into Flats????

I have been Hired to Wire up 3 bedsits the customer wants me to take a supply out of his fusebox and fit an intermediate meter to each supply to the rooms so he knows what to charge them for leccy, I've managed to get hold of a new meter but there is 7 connections on the bottom, 1234 are for the electric E,G 1+2 in 3+4 out but there are two small holes underneath too labeled 7 +8 does anyone know what these connections are for please
