Stair Carpet Runners

Hi I currently have uncarpeted stairs, the wood is in good condition but I do like the comfot of carpet therefore my idea was to have a runner with chrome rods and recessed led lights on alternate stairs as a feature. However, there are two twists in the staircase and the guy who came round to quote said that they are 'not allowed' by the 'whatever' federation to fit runners on twists??? I've seen photos on the net of runners on twists so why would he say this?? Anyone any clues before I start ringing around....
