Steam coming from condensate pipe

My neighbours condensing boiler has steam coming from the condensate pipe that is not plumbed to any waste (fitted by a guy who arrived on horseback), is this normal? Does the condensate pipe just need connecting to a discharge properly or is something wrong with the boiler as well? I have always presumed that the condensate would have cooled below the level of steam but with mine being plumbed properly into the stack I don't see what comes out of it.

No - the only thing that should be coming out is condensate.

It sounds as though the condensate trap has failed. If it steams all the time the boiler is firing it is definitely that. Remember that it is flue discharge and will contain carbon monoxide. If it terminates indoors do not use until fault has been rectified.
