Surfacing over drainage

I'm trying to find out what the regs are for surfacing over drainage. I thought that for certain depths it needed to be concrete. I'm asking because i'm thinking of getting block paving our driveway but want to make sure that i meet regs for drainage.
Drainage is a mixture of clay and poly. The clay is mostly fairly deep but the poly drainage is from soil pipe angles from just below ground level to about 50cm.

According to me, you certainly need to have a deep concrete layer in order to strengthen the entire surface. If you are still having problem about how its going to complete, then I will advise to hire professional drainage services.
