I wonder if you can give me some advice please, it got a little long winded so question is next then the house details.
Can I replace a suspended floor with a concrete one and what should I be wary of bearing in mind the damp issue below?

I have a mid terraced house about 100 yrs old. It has a suspended floor, over bear earth (about 2/3 ft below) I replaced lots of the joists earlier this year as they were rotten, putting lots of damp shielding between the bricks and the joists that supported then. I also laid all new floor boards and modenised the air bricks by having a Z shaped tube put in to ensure that the air got below the floor. Three air bricks front 1 rear.
The issue that caused all this was that the carpet was wet in the bay window area no indication of leaks from above. So 9 months later the wet carpet is back
I have noticed that the pavement out side the house and a little way up the road is always wet, even after weeks of dry weather, Thames Water tell me that it's a high water table and there is nothing they can do about it, not sure that is true.
