Tails underfloor?

Sorry for my ignorance but is it possible to route the tails from the electricity meter, under the floor across to a consumer unit?

Also - does the consumer unit have to be mounted on the wall at high level or can it be low, near to the floor? (it would be enclosed in a cupboard)
