Tank or damp proof wall

It is a Victorian building converted into 12 dwellings. One second floor flat has penetrating damp. His surveyor advises to tank the wall. Freeholders surveyor recommends removing cement mortar pointing and trying with lime mortar. Or apply damp proofing sealant to wall.
Views valued and if have experience thoughts on damp sealant welcomed. Any recommendations ?

How can a second floor flat be experiencing damp issues?

Easy. Probably from a leaking gutter, toilet, pipe, condensation etc etc. The source of the damp needs to be fixed rather than managed.
 
There is some penetrating damp. It is leasehold so there are also legal issues involved.

or just rain being absorbed through the external wall if there is no cavity.
