Penetrating damp solutions

It is a Victorian building converted to flats. Lime mortar pointing replace d around 25 yrs ago with cement mortar pointing which has been kept in good repair.
Two flats on one side of the building, 1st and 2nd floor complain of penetrating damp. The building is in good repair.
Any ideas to resolve the problem by work to the wall ? or is tanking only solution ? Could this cause problems elsewhere ? Any advice really appreciated.

Thanks for reply. Yes, confirmed by two surveyors. Obviously there is condensation but de definitely penetrating.
 
Cladding?
Or maybe external insulation and render - should help resolve condensation issues too, so long as tenants ventilate ...

Fix where ever the water is penetrating! You don't say if it is a roof, wall, chimney breast etc. etc.

Also the construction of the part of the building where the water is penetrating would be helpful to know.

I cannot see what tanking would do to help penetrating damp other than to mask the dampness until no doubt it emerges somewhere else.
 
Thanks for this help. It is the external wall. Random stone wall with rubble filling. I have read about external sealants such as stormguard. Are these any good ?
the wall was previously rendered but removed some years to help cure damp!
