tanking slurry

my victorian terrace house has concrete floors, in the kitchen i intend to put laminate flooring down with underfloor heating mats, as i suspect there is no damp proof membrane under the concrete can i apply tanking slurry then put the heating mat insulation boards down? the floor appears sound but there was a chimney breast which i have removed and filled the hole with concrete.
 
if the floor is level do i need to bother with the self level compound or can i use something like hey'di k11 mixed with sbr and then put the laminate down?
