tanking still damp

It's been 2 weeks since applying Wykamol Aquastop Tanking to the lower half of my walls in a downstairs room. I've plastered with renovating plaster and skimmed but there appears to still be a lot of damp. The tanking that is exposed between floor and plaster is actually damp to touch. I've wondered about condensation but have had a dehumidifier running for a week and although a slight improvement not massive. The plaster above also appears damp just as it was prior to applying the tanking.
I should say that the reason for tanking was because the exterior ground level is about 12inches above inside. I know the ideal solution is to lower the ground level and install a French drain but thought that tanking would do the job (at least in the short term). Any help appreciated. Thanks
 
Did you faithfully follow the application instructions?

Is it a cavity wall?

Is the floor suspended or solid?

Are the return walls dry?

Did you leave any untreated penetrations or pockets in the wall?
