Many responses to heating problems suggest "bleeding the radiator"

I have baseboard heating and I hear the water/air gurgling in the pipes when the heat is coming-up?

Do I wait till the water is hot in the radiators and start bleeding the radiators on the second/top floor or wait till the water is cool and work my magic on the ground floor? Or is the correct method some illegitimate off-spring of these two methods.

Thanks to any and all in advance - Sligo

PS I don't know what the options signify, but if any require money, the answer is NO

Turn the pump off, and just do it. Doesn't matter whether it's hot or cold, and not much whether it's up or down, though I do the upstairs first.
