Terracotta Floor Tiles - remove varnish?

Just wondering if anyone can give me some advice? We have a terracotta floor - about 20 years old, Spanish terracotta - it was varnished by the previous owner but various areas are now lifting and also the floor is quite damaged - pitted & scratched. We would like to remove the varnish and then seal & wax the floor. Can anyone recommend any product that would remove the varnish? Nothing we have tried so far seems to do the trick.
