It seems pretty clear JD has endeavoured to keep within the 140 word per article) limit even if he’s a few characters over; to cut off a quote in mid sentence would just be daft. He cites the source. He’s not money from it, or denying their revenue stream. I doubt they are concerned.

There is no 140 word per article allowance, in either the agreement or Law.

This is not the issue, the issue is without a link to the source, they are denied all benefits.

For me, if there is no ability for the consumer to benefit from competition in the market (e.g. gas and electric), there is no benefit of privatisation. The better model is outsourcing, to benefit from private expertise.

But again it makes limited sense in the water industry.

By this do you mean that you believe privatisation only has benefits in a competitive market?

Because outsourcing often prevents competition since the 'expertise' has albeit disappeared from public bodies...

Thus those public bodies find themselves with no choice to bring in the private sector and are advised by higher paid 'consultants' who now swallow up far more money than in-house experts used to cost.

Thats on the group outsourcing to manage their IP.
Thus those public bodies find themselves with no choice to bring in the private sector and are advised by higher paid 'consultants' who now swallow up far more money than in-house experts used to cost.
There are lots of skills that a well run public body has no use of on a day to day basis, but needs expertise in as and when. While its true that knowing the "business" is important, it can also be important to know others business more.

Of course if you let the Quentin or Tamara with a 2:1 in business management from a polyversity, working their first job for Crapgemini or Dolittle, cut and paste your strategy based on the last project they did then you will spend lots and deliver nothing. It's why the public sector is rarely good at delivering anything IT based for example.
