“These comments were made in an article to which Dr Ahmed contributed as a historical researcher more than 20 years ago. She has said that they are not her words and do not reflect her views. Dr Ahmed also reiterated that she ended her association with Hizb ut-Tahrir* more than 15 years ago, long before the group was proscribed.

what should you think she must apologise for?

What was the timeline between the attribution and the retraction? If someone attributed such a terrible comment to me that I did not make or support, I'd make a correcting statement immediately and would be able to refer to that if ever it emerged. I assume she did this at the time? A retraction / correction made once the issue has come back to bite has little value.
 
Only the spectator and the other right-wing papers have attributed anything improper to her.

Retraction is the wrong term, she hasn't retracted anything, because nothing she said needed retraction. She's disassociating her quote from the rest of the article that, again, she didn't write.
 
Only a right wanger would think she needed to make an apology for something she did not say.

While they cheerfully ignore the things right wangers say on a daily basis.
