Thermostatic Mixing Valves??

What is the current situation on TMV’s? I have a project which has male and female wc’s etc. Is it good practice to fit a main TMV adjacent the cylinder to regulate the common HW temp... plus additional individual TMV’s in the toilet areas?

Would you do one or both?
