tile to brick or plaster

Just started removing the old tiles in my bathroom as part of a total refit.

Currently there are two layers of tiles and then plaster.

Am I best stripping off one layer of tiles or both? Where the first layer only comes off I am left with a tiles surface with the old adhesive making it rough. Where the second layer come off it takes lumps of plaster with it.

Any advice welcome.....
 
take all tiles off and replaster.

although tiles are a good base for more tiles, if you dont remove them you will have a room with tiles 1 foot thick
