Tiling on screed

I am sorry if this has been asked before but I need to know urgently how soon it is possible to lay porcelain tiles on top of screed. The screed is about three and a half inches thick and will hve been down two weeks on Monday when they propose laying the tiles.

I am really worried as I thought it took longer than that to dry properly. Also one small area where the manifold for wet underfloor heating has gone in is only being screeded tomorrow, builder says its ok as he is adding, I think, accelerator.

Is this common practice and is it ok to do it? How much woul be the average price for laying 28 square metres of tiles including putting them round as skirting?

Please help as I am really worried. What would be the result oflaying these tiles on a floor that hasn't been allowed to dry properly.
