TMV question?

Does anyone know if there is normally a isolation valve on the cold supply to a TMV in order to close the cold supply and basically bypass the TMV so no mixing occurs. Even at its maximum setting, around 48degC, the hot water temperature is to low for the owner of the house. The mixing valve was fitted on the hot supply to a bathroom in a large house.

there should be a valve yes
it sounds to me though that you don't need to isolate tmv rather by pass it all together
 
So is there any way of stopping the cold 'mixing'. Is there a valve to allow this?
